Video Highlights of the Site 19 - Station Center Discussions [link]

Ken Ryan is clearly running the Council. In the last meeting he even went so far as to use the phrase "My Council".

During this meeting, the public learned that he had asked staff to study the inclusion of Site 19, The Station Shopping Center, into the PD Zoning Regulations for Town Center.

His directive to staff came after the staff reports and agenda were completed and made available to the public, which appears to be a violation of the Brown Act's 72 hour public notice requirement.

Councilmember Keri Wilson made it clear that she would not support any motion that included Site 19. She opposed inclusion of the site because residents and business owners had not been notified.

The PD zoning allows residential and commercial development to be transferred from one site to another without limits to individual sites. The only limit is that development does not exceed the maximum residential and commercial development as stated for the whole Town Center Area.

Individual site limits stated in the "At A Glance Sheets" are meaningless, as well as any promises the Council or Planning Commission makes about putting limits on individual site development.

As you might remember, The Station Shopping Center was part of Michael Dieden's original Town Center Concept Plan. Station Shopping Center [link] - Town Center Concept Plan [link]

One can only wonder if this sudden rush to add Site 19 on December 6th had anything to do with Dieden turning in his final development plan into the city on December 2nd.
