Yorba Linda to consider Town Center repeal, election

YORBA LINDA - City Council members on Tuesday will consider whether to repeal their new Town Center building rules – which would allow up to eight homes an acre – or put the matter before voters June 6.
City Clerk Kathie Mendoza scheduled the item Thursday, a day after the Orange County Registrar of Voters informed her that referendum petitions challenging two Town Center ordinances contained enough signatures to force city action.
The Registrar of Voters tallied 9,790 signatures on a petition challenging a zoning map ordinance and 9,771 on a petition challenging a zoning regulations ordinance, which would allow up to 501 homes and 560,012 square feet of commercial space on 60 acres.
Both ordinances, which take 30 days to become law, were passed Dec. 20.
Opponents had those 30 days to file their petitions, turning them in Jan. 17.
Random sampling of 500 signatures on each petition returned 442 and 440 valid signatures, respectively, enough to indicate the referendums would qualify. In all, 4,061 signatures – 10 percent of the city's registered voters – are needed to validate a petition.
"My position at this point is that there are too many people expressing concern for the heart of our city," Councilman Ken Ryan said. "My inclination is that we need to slow down and we need more dialogue and discussion of what our residents want downtown."
