I am Jim Horton, a thirty year resident of Yorba Linda.   I am married to City Councilwoman Jan Horton.

In January 2005 I began publishing this website as a service to the community.  The purpose was to inform the community about the Town Center Redevelopment Plan.  At that time, the City of Yorba Linda did not publish documents on the Internet.

I am one of three sponsors of Measure B, the Right To Vote Initiative that allows residents a chance to vote on higher density housing projects that exceed 10
dwelling units per acre. My wife and I organized and managed the signature gathering effort during the summer of 2005 to place the initiative on the ballot. When the City of Yorba Linda filed a law suit seeking to invalidate the initiative, I hired the attorney to defend us in court.  We prevailed and Measure B went to ballot and was approved by voters in June of 2006 by a very close margin, even though we were up against developers and the building industry.

After the City Council approved the Town Center Zoning Ordinances in December of 2005, my wife and I organized and managed the signature gathering effort for a referendum on the zoning ordinances.   We were successful and the ordinances were rescinded.  We were able to pressure the city council to end the threat of eminent domain for hundreds of properties that were located in the Town Center Redevelopment Area.

After two successful campaigns, many residents wanted one of us to run for city council.  We decided that Jan should try to win one of the available city council seats.  She won by a large margin.

Four years have passed since her election and Jan has been terrific Councilwoman.  She has put in incredible amounts of time preparing for meetings and responding to residents who have contacted her.  Instead of being driven by the political winds, she has stepped up to the plate and made the hard choices that benefit all Yorba Linda residents, not just special interest groups.
