Redevelopment Agency names 219 properties that won't be seized. By CINDY ARORA - YORBA LINDA STAR - 04/06/2006 Complete Text - Requires Registration Excerpts: The City Council, acting as the Redevelopment Agency board, on Tuesday night added a list of properties to a resolution that strips the agency of its eminent domain authority for any private, economic or tax purpose. The move completes an effort started March 21. The agency lists 219 properties, their owners and eight groups with additional interests in those properties in the redevelopment project area. The area is the only place in Yorba Linda where the agency is allowed to possess eminent domain powers. The list reflects ownership as of August 2005. Council members voted 3-0 to add the list. Councilwoman Keri Wilson was absent and Mayor Michael Duvall recused himself from the vote because he has a conflicting business interest. "This further ensures today and in the future that we will not use eminent domain," said Councilman Ken Ryan. "By taking this action neither agency - city nor redevelopment - has the power of eminent domain for private or economical purposes," City Attorney Sonia Carvalho said.
